This page is a supplement to the BSA Guide to Advancement and outlines how Troop
874 implements the process. Any questions or concerns should be addressed with
the Scoutmaster.

Scout to First Class
- The requirements may be approved/signed by adult leaders (Assistant Scoutmasters
(ASMs) and Patrol coaches) and by youth leaders who are least the rank of Star.
- When the scout believes he has completed all requirements and is ready to advance,
he obtains an advancement form from the Troop Advancement Chairman. The Advancement
Chairman will verify all requirements such as attendance at outings and service hours
are met. This form will be used to record the Scoutmaster Conference and Board of
Review comments.
- Scoutmaster Conferences are conducted by the ASMs within the program which the youth
is a participant.
- The Board of Review (BoR) will be conducted by registered adults as soon as possible
after the scoutmaster conference. In accordance with the Guide to Advancement, this
is to review that all requirements are met, not to retest or review the Scouts expertise
of the skills learned.

Star
- All requirements are approved/signed by adult leaders in the Scout’s Handbook
- When the scout believes he has completed all requirements and is ready to advance,
he obtains an advancement form from the Troop Advancement Chairman. The Advancement
Chairman will verify all requirements such as attendance at outings, service hours,
and leadership are met. This form will be used record the Scoutmaster Conference
and Board of Review comments.

- The Scoutmaster conference is conducted by the Scoutmaster. This conference will
be conducted during a troop outing.

Eagle
- Upon Advancement to the Life, the Scoutmaster will assign an Eagle Coach to the Scout
to assist him with his preparation for conducting his Eagle project
- Every Life scout and his parents should attend the District Life to Eagle presentation
(conducted twice a year) so that they understand the project process and the required
documentation reviews.
- Eagle Project Process
- The Scout will work with his Eagle Coach to complete the “Proposal” portions of the
project workbook
- Upon completion of the proposal, the Scoutmaster will review/approve
- Upon the Scoutmaster’s approval, the project will be presented to the committee for
approval.
- The Scout will forward the proposal to District for approval
- After District approval, the Scout may begin final planning and execution of the
project.
- Upon completion of all requirements, to include the eagle project, the Scoutmaster
will conduct a Scoutmaster Conference with the youth.
- Following the Scoutmaster Conference, the Eagle applicant submits his application
and completed project workbook to the Baltimore Area Council for verification and
approval to proceed to a Board of Review (BoR).
- The BoR is then conducted with adults representing the Troop and the District.
- Following a successful BoR, the BSA National Organization reviews and approves the
awarding of the rank of Eagle Scout.
